我认为选C.
上位仁兄说法有误,应该是如果把介词提到引导词之前的话就不能用that,即to which对,to that错.但是本题选项中也有引导词和介词分开的情况,且介词提前不是必须的,不能就此说that是错的.
为什么用that?有一种情况是当先行词（就是被修饰的部分）被the only等修饰时,引导词必须用that.而所谓the only等修饰语的含义就是说该先行词是特定的某一个,且有强调意义.这里的just就起到了相同的作用,有“正是这个城市”的意思,故用that.再加上前面提到的用that时不能将从句中介词提前,故选C.
注意：介词提前的条件是定语从句修饰的先行词在从句中作该介词的宾语,如：
He is cutting it with the knife with which he cut the cloth yesterday.
他正在用刀切东西,那把刀他昨天用来切过布料.（只是举例,不太符合实际,请谅解.）
这里which指代的knife在从句中是with的宾语,故with可以提前,提前后就只能用which而不能用that.若不提前,那两者皆可.
只针对本题的快速解法：that下不能提前介词,故to that不对,排除；介词提前不是必须的,故A、B相同,不符合单选原则,也可排除,只有C.（除考试外不建议使用.）
