I hope somebody can help me to correct sentences I write.

there is a couple to be disputing at the corner of the street.Is it right?

I have a never to be extinguished lamp.
I have a lamp to be never extinguished .
Which one is right?

No.2 There is a couple who is rowing with each other at the corner of the street.

The rest are either have grammer mistakes or very awkwardly written.
