我用的书中对这句话的翻译是：“为医院护理制定一份医疗保障制度的条例,”

但好像这三个意思都不对,我又查了bill 的动词意思,看是不是ing 形式

我感觉也不是.

Medicare指美国的医疗保健制度,code则是制度,条例的意思.Medicare billing code这里书中翻译成医疗保障制度,相当于没把billing的意思翻译出来.我觉得bill的意思是法案,议案.可理解为其与code的意思重复了,只翻译条例...
