Building a new office is always expensive,aggravating,and over budget,but once the ribbon is cut,the costs taper dramatically,and that particular problem is solved for a decade or so.意思都知道 就是最后一句那个particular problem是什么问题 我感觉前后文不通啊
ribbon is cut不是说剪彩吗 也就是说建成之后啊 而 for a decade 不是十年吗。

答案

应该是说建成,开始使用之后.新办公楼至少能用上十年,不必为租金或大笔的维修费用担心.
