determine if 也有决定是否的意思
eg:
Investigators are now trying to determine if he was impaired when he lost control of the bus.

含义上无区别 但是用法上还是有的 determine whether 后面可以跟 or not 但是 determine if不可以.
有5种情况表示是否 if 不能换whether
1.句中有 or not.
2,引导主语从句,表语从句,同位语从句时. whether it is true remains a question.

4 介词+whether the question of whether i 'll go back home is still unknown
