Joe Templer should have known better. After all, he works for a large auto insurance company. It won"t hurt to leave the key in the truck this once, he thought, as he filled his gas tank at a self service gas station. But moments later, as he was paying the money, he saw the truck being driven away.
In 1987, 1.6 million motor vehicles were stolen in the United States one every 20 seconds. If _________________, experts predict annual vehicle thefts could exceed two million by the end of the decade.
Vehicle theft is a common phenomenon, which has a direct impact on over four million victims a year. The cost is astonishing.
Many police officials blame professional thieves for the high volume of the thefts. It is a major money maker for organized crime. Typically, stolen cars are taken to pieces and the parts sold to individuals. But as many as 200,000 cars are smuggled out of the country every year. Most go to Latin America, the Middle East and Europe.
Only about 15 percent car thefts result in an arrest, because few police departments routinely conduct in depth auto investigations. When thieves are arrested, judges will often sentence them to probation(缓刑), not immediately put them in prison because the prisons are overcrowded with violent criminals.
One exception is a Michigan program that assigns 92 police officers to work full time on the state"s 65,000 car theft cases a year. Since 1986, when the effort began, the state"s auto theft rate has fallen from second in the nation to ninth.

Read the following passage carefully. Then answer the questions or complete the statements in the fewest possible words.
The library is one of the most popular places at a Western university. Students turn to it for research, conversations about class, and many other services.
Compared with Chinese libraries, college libraries in the US and UK tend to offer more resources. A graduate student at Yale University can borrow as many as 225 books at a time.
In addition to borrowing books, there are online and electronic resources. These include a database (数据库) search of popular and academic material, such as LexisNexis Academic, which offers items from newspapers and magazines.
Although books and articles are the items that students ask for most frequently, some libraries provide video recordings. At some schools, teachers and tutors put electronic copies of their teaching PPTs on the library Web to give easier access for students.
Another useful service in Western college libraries is the Interlibrary Loan. This allows a student at one school to borrow books from another school. The loan request is made through the student’s college library, which gets the book, gives it to the user, and arranges for its return.
Technology has made libraries more attractive. Some universities have services for students to send messages through the computer.
Earlier this year, Harvard University introduced a new Scan and Deliver service, allowing students to make requests for parts of books and articles. Requests made through the system are handled by library staff. The student receives an e-mail with an Internet link to the scanned pages. The service is free and all material comes within four days.
It used to be that libraries didn’t allow food or drinks. But that rule is changing and many of them now contain a café so students can spend as much time as they want in the library.
Additionally, some US university libraries are now all-night affairs, or have at least one study room open all night.

Abraham Lincoln was born in Kentucky on February 12, 1809. When he was a small boy, his family moved to Indiana. Here, his mother taught him to read and write. Lincoln had very little formal education, but he became one of the best-educated men of the Great West.
When Lincoln was a young man, his family moved to the new state of Illinois. Lincoln had to make a living at an early age, but in his spare time he studied law. He soon became one of the best-known lawyers in the state capital at Springfield, Illinois. It was here that Lincoln became famous for his debates with Stephen A. Douglas on the problem of slavery (奴隶制度).
In 1860, Lincoln was elected President of the United States. He was the candidate of the new Republican Party. This party is against the creation of new slave states. Soon after his election, some of the Southern states quit from the Union and set up the Confederate States of America(美利坚联盟国). This action resulted in the terrible Civil War which lasted from 1861 to 1865.
On January 1,1863, during the war, Lincoln published his famous Emancipation Proclamation(解放宣言). In this file, Lincoln announced that all the slaves were to be free from that day. In 1865, after the war ended, another file was added to end the slavery everywhere in the United States. Early in 1865, the Civil War came to an end with the defeat of the South by the North.

In the United States, train transportation is unpopular compared with cars and airplanes. Most people like traveling by car or by air. Officials of the United States Department of Transportation made a study in 2001. The study is about how many miles Americans traveled by different means of transportation.
They only studied trips longer than 50 miles. The study showed that fifty-six percent of all miles were traveled in personal vehicle. Forty-one percent were traveled in an airplane. Two percent were traveled in a bus. And less than one percent of miles were traveled in a train. Amtrak is the national provider of train transportation in the United States. In the past ten years, the number of its passengers has increased by eighteen percent. Although the number of passengers has increased, it is still very small now. In countries such as France, Germany, or Japan, more people use trains. There are several reasons why many people ________________________.
Firstly, Americans love to drive their own cars. On highways, cars can travel as fast as trains. These highways connect all major cities in America.Secondly, many travelers like to be independent. When they use their own cars they can decide when to travel. Thirdly, many buses travel between major cities. Bus travel is less costly than train travel. In a huge country like the United States, cities are far away from each other. In some cases, travel from one city to another by train may take more than a day. Airplanes can carry passengers over long distances much faster.
People who do not want to spend long time traveling by train decide to fly. For these people saving time is the most important thing.

[1]Environment is very important to a student’s success. A child who is in comfortable environment learns more and enjoys class better than a child who is not. A classroom with good decoration such as the students’ art works, and enticing games and crafts makes for an inviting opportunity for the students to learn while still having fun. Classrooms need to be fun and rewarding while still offering high standards of education.
[2]Children need to feel welcomed and safe in their learning environment. If ____ at school with bullies or a teacher, the parents should consult the school system to resolve the problem. Pay attention to your children. Ask how their day at school went, ask what they learned, and always be attentive to any problems they speak of.
[3]Learning for a child should be fun and entertaining. No one likes to feel forced to do something they do not want to do. Fun learning allows for children to learn and not really even realize they are doing so. Children like to feel smart and special. Smaller classrooms allow for more one-on-one time between student and teacher. This can often greatly improve students’ learning. Keeping up with the class makes a child feel more comfortable and more eager to attend class and try to learn. Smaller classrooms also ensure that children receive recognition for a job well done. This boosts self-confidence as well as the eagerness to learn.
[4]We cannot expect school to be the only comfortable environment a child needs to be in. A child’s home life can affect how they feel about school. Actually, learning is about how we feel about ourselves. Environment is important but as you can see it is not all matters in the learning process.
