Valuing water Human beings use a little less than half the water available worldwide. Yet shortages and droughts (干旱) are causing starvation and poverty in some areas, and industrial and agricultural by-products are polluting water supplies. Since the world"s population is expected to double in the next 51 years, many experts think we are on the edge of a widespread water crisis. But that doesn"t have to be the result. Water shortages do not have to trouble the world-if we start valuing water more than we have in the past. Just as we began to value petrol more after the 1970s oil crisis, today we must start looking at water from a fresh economic view. We can no longer afford to consider water a nearly free resource of which we can use as much as we like in any way we want. Instead, for all uses except the demand of the poor, governments should price water to reflect its real value. This means charging a fee for the water itself as well as for the supply costs. Governments should also protect this source by providing water in more economically and environmentally sound ways. For example, often the cheapest way to provide irrigation (灌溉) water in the dry places is through small-scale projects, such as gathering rainfall in depressions(凹地) and pumping it to nearby cropland. No matter what steps governments take to provide water more efficiently, they must change their ways to use water. Rather than control hundreds or even thousands of local, regional agencies that watch water use, countries should set up central authorities to manage water policy. |
1. What is the real cause of the potential water crisis? |
A. Only half of the world"s water can be used. B. The world population is increasing faster and faster. C. Half of the world"s resources have been seriously polluted. D. Human beings have not placed sufficient value on water resources. |

2. We can conclude from the passage that the water problem ______. |
A. is already serious in certain parts of the world B. has been exaggerated by some experts in the field C. poses a challenge to the technology of building reservoirs D. is underestimated by government organizations at different levels |

A. be reduced to the minimum B. stimulate domestic demand C. equal its real value D. take into account the occurrences of droughts. |

There is an English saying, "Laughter is the best medicine." Until recently, few people took the saying seriously. Now however, doctors have begun to look into laughter and the effects it has on the human body. They have found that laughter really can improve people"s health. Tests were carried out to study the effects of laughter on the body. People watched funny films while doctors checked their heart, blood pressure, breathing and muscles. It was found that laughter has similar effects to physical exercise. It increases blood pressure, makes the heart beat quicker and makes people breathe deeper; it also works several groups of muscles in the face, the stomach, and even the feet. If laughter exercises the body, it must be beneficial. Other tests have shown that laughter appears to be able to reduce the effect of pain on the body. In one experiment doctors produced pain in groups of students who listened to different radio programmes. The group that tolerated (忍耐) the pain for the longest time was the group which listened to a funny programme. The reason why laughter can reduce pain seems to be that it helps to produce a kind of chemical in the brain which diminishes both stress and pain. As a result of these discoveries, some doctors in the United States now hold laughter clinics, in which they help to improve their patients"condition by encouraging them to laugh. They have found that even if their patients do not really feel like laughing, making them smile is enough to produce beneficial effects similar to those caused by laughter. |

Some years ago industries had more freedom than they have now, and they did not need to be as careful as they must today. They did not need to worry a lot about the safety of the new products that they developed. They did not have to pay much attention to the health and safety of the people who worked for them. Often new products were dangerous for the people who used them; often conditions in the work place had very bad effects on the health of the workers. Of course sometimes there were real disasters which attracted the attention of governments and which showed the need for changes. Also scientists who were doing research into the health of workers sometimes produced information that governments could not ignore. At such times, there were inquiries into the causes of the disasters or the problems. New safety rules were often introduced as a result of these inquiries; however, the new rules came too late to protect the people who died or who became seriously ill. Today many governments have special departments that protect customers and workers. In the U.S., for example, there is a department that tests new airplanes and gives warnings about possible problems. It also makes the rules that aircraft producers must follow. Another department controls the foods and drugs that companies sell. A third department looks at the places where people work, and then reports any companies that are breaking the laws which protect the health and safety of workers. Of course, new government departments and new laws cannot prevent every accident or illness, but they are having some good results. Our work places are safer and cleaner than before. The planes and cars that we use for travel are better. Producers are thinking more about the safety and health of the people who buy and use their products. |

A. governments and companies had different opinions about the safety of products B. scientists also helped improve the safety and health of workers and customers C. government officials often did not listen to scientists D. governments paid no attention to the safety of products at all |
3. From the passage, we know that some years ago safety rules ____. |
A. were put forward due to scientists" recommendations B. came into being as a result of the workers" demands C. were introduced because quite a number of people were killed or seriously injured D. were effective enough to protect workers and customers |
