Based on the human resource development situation in Guangdong Province, this paper analyzed the connotation and roles of leading talents, adopted project management theory and method, drawed on the experience of talent introduction at home and abroad, studied the cases of talents introduction in Guangdong Province in 2009, and finally put forward new theories and views.

On analyzing the faults with management of talents introduction, with a view to the talent introduction mechanism in Guangdong province, efforts to explore methods/models for introduction of leading talents are made in this paper to scientificalize talent introduction, and to provide reference and theoretical foundation for more scientific introduction of talents.
