rise 是主动升起（不及物动词）
例句：
The ground rises steadily.
地势步步加高.
She rises early in the morning.
她早晨起得早.
At last the people rose up in arms and defeated the cruel rulers.
人民终于武装起义推翻了残暴的统治者.
而raise则是使某物升起（即举起某物）是及物动词
例句：
I'll raise both hands in favour of damming the river.
我举双手赞成拦河筑坝.
