If your boss asks you to work in Moscow this year, he"d better offer you more money to do so-or even double that depending on where you live now. That"s because Moscow has just been found to be the world"s most expensive city for the second year in a row by Mercer Human Resources Consulting. Using the cost of living in New York as a base, Mercer determined Moscow is 34. 4 percent more expensive including the cost of housing, transportation , food , clothing, household goods and entertainment (娱乐) . A two-bedroom flat in Moscow now costs $4,000 a month;a CD $24. 83, and an international newspaper $6. 30, according to Mercer. By comparison,a fast food meal with a hamburger(汉堡包)is a stea at $ 4. 80. London takes the No. 2 place , up from No. 5 a year ago, thanks to higher cost of housing and a stronger British pound relative to the dollar. Mercer estimates (估算) London is 26 percent more expensive than New York these days. Following London closely are Seoul and Tokyo , both of which are 22 percent more expensive than New York ,while No. 5 Hong Kong is 19 percent more costly. Among North American cities, New York and Los Angeles are the most expensive and are the only two listed in the top 50 0f the world"s most expensive cities. But both have fallen since last year"s study-New York came in 15th, down from lOth place, while Los Angeles fell t0 42nd from 29th place a year ago. San Francisco came in a distant third at No. 54, down 20 places from a year earlier. Toronto , meanwhile ,is Canada"s most expensive city but fell 35 places to take 82nd place worldwide. In Australia, Sydney is the priciest place to live in and No. 21 worldwide.

Napoleon, as a character in Tolstoy"s War and Peace, is more than once described as having"fat little hands". Nor does he"sit well or firmly on the horse". He is said to be"undersized",with"short legs"and a"round stomach". The issue here is not the accuracy of Tolstoy"s description-it seems not that far off from historical accounts-but his choice of facts:other things that could be said of the man are not said. We are meant to understand the difference of a warring commander in the body of a fat littleFrenchman. Tolstoy"s Napoleon could be any man wandering in the streets and putting a little of powdered tobacco up his nose-and that is the point. It is a way the novelist uses to show the moral nature of acharacter. And it turns out that,as Tolstoy has it,Napoleon is acrazy man. In a scene in Book Three of War and Peace, the war shaving reached the critical year of 1812, Napoleon receives arepresentative from the Tsar(沙皇),who bas come with peaceterms. Napoleon is very angry:doesn"t he have more army? He,notthe Tsar,is the one to make the terms. He will destroy all of Europeif his army is stopped. "Thhat is what you will have gained by engaging me in the war!" he shouts. And then, Tolstoy writes,Napoleon"walked silently several times up and down the room, hisfat shoulders moving quickly". Still later, after reviewing his army amid cheering crowds, Napoleon invites the shaken Russian to dinner."He raised his handto the Russian"s face,"Tolstoy writes, and"taking him by the earpulled it gently…"To have one"s ear pulled by the Emperor wasconsidered the greatest honor and mark of favor at the French court."Well, well, why don"t you say anything?"said he,as if it wasridiculous in his presence to respect any one but himself, Napoleon. Tolstoy did his research, but the composition is his own.
